Official MMRDA New Town — Notified by Maharashtra Government on 15th October 2024
Area of 323.44 sq. km. across 124 villages in Raigad district designated as "KSC New Town" under Section 113(1) of MR&TP Act, 1966.
MMRDA declared as New Town Development Authority (NTDA) — superseding all earlier planning authorities in the notified area.
MMRDA directed to prepare detailed Planning Proposals and Development Control & Promotion Regulations for the notified area.
MMRDA authorised to acquire lands in the notified area under Section 113A on behalf of the State Government.
Covers villages from 80 NAINA villages, 33 Khopta New Town villages, 2 MMR Plan villages and 9 Raigad Regional Plan villages.
The first phase of KSC New Town is identified as the primary urban development zone — expected to accommodate planned residential townships, commercial districts, logistics hubs, institutional development and mixed-use urban infrastructure.
The objective of Phase-1 is to establish a strong urban core near the Navi Mumbai Airport and Atal Setu connectivity corridor — the highest priority land appreciation zone.
The second phase currently remains designated as a controlled green zone to preserve environmental balance and regulate future expansion of the city.
This zone may gradually transition into planned development areas depending on infrastructure growth and population demand — maintaining green buffers for sustainable urban growth and environmental protection.

Why 3rd Mumbai is the most strategic land investment corridor in Maharashtra today
Direct adjacency to the Navi Mumbai Airport — one of Asia's largest upcoming aviation hubs with 60 million passenger capacity. Airport-adjacent land historically delivers 3x–5x appreciation.
The Mumbai Trans Harbour Link reduces Mumbai to Uran/Nhava Sheva travel to under 20 minutes — making this region as accessible as Thane or Navi Mumbai was 20 years ago.
KSC New Town is being masterplanned by MMRDA — India's most active metropolitan development authority — backed by the full force of the Maharashtra Government.
With planning at early stages and full development expected over 2025–2035, the window for early-stage land investment at pre-development prices is now open.
Metro, suburban rail, Virar–Alibag Multi Modal Corridor, JNPT freight corridor and national highways all converge in this region — the infrastructure backbone for a major city.
JNPT proximity, industrial zones and the planned logistics hubs of Raigad district will drive sustained commercial and industrial land demand for decades.
